When using Oracle Forms a user sends a HTTP request and after some blackbox magic happens an ifweb60.exe process is created. When the user completes his task and closes the browser the ifweb60.exe process goes away. Is there a tool anywhere that shows the association between the ifweb60.exe process and the user who created it?

Try using Process Explorer from sysinternals.com. It allows you to see the ip address of creator of the ifweb60 processes.
